With reference to your Despatch No. 210
of 18th. July, 1902, and my Despatch No. 20 of the 10th. ultimo, I have the honour to inform you that I have now been furnished with a report by the Director of the Widows and Orphans' Pension Fund on the suggestions made in your Despatch under reference and on the observations made by Mr. Young.

The Directors concur with the opinions
you have expressed in paragraphs 2 and 3. With regard to paragraph 5, they agree that there is no need to alter sections 12 and 14, but consider that section 13 should be amended so as to allow the withdrawal of the names of any subscribers who had left the Service or were dismissed; as in course of time there might be a larger number of such persons on the books, concerning whom no information would be obtainable.
The action indicated in section 37 would appear to be sufficient for such cases. Any amendments in that direction could, however, only be made to apply to existing contributors in case of
their concurrence therein.

With regard to paragraph 6, the Directors
report that no case has yet arisen where commutation has been
